22nd IUHPE World Conference on Health Promotion: what are the legacies?


Introduction

2016 is a special year! It is possible with some distance to talk critically about global and Latin America agendas that had as their main aim to impulse global health promotion, health equity and health as human and citizenship right.

It is not possible to talk clearly about the conditions lost in history, but we can perceive amid the present some sparks emanating from to the past, a source that is not out of history, that could shows us not a nostalgic look of the past nor a glance of a hopeless future, but with the aim other than our own ability to rethink the present.

We want to make this conference an opportunity to acknowledge past achievements, to reveal current challenges and opportunities and develop engaging visions on the role and practice of health promotion to foster global health governance.

How about equity?

There has been a strengthening of the integration of health within global governance institutions (the Millennium Development Goals Initiative is an example of that). SDGs Initiative opens a new cycle.

The principle of equity in health has been embraced by many governments in national policy.

There has been a strong movement to develop evidence based practices in health that promote equity. These however are being threatened by austerity measures that seem to constitute the “normal” answer to economic crisis. As demonstrated again and again, it is the social welfare parts of budgets that are most vulnerable to cuts when government strives to balance their budgets, leaving banks, capital free to strive. As a result, economic gaps increases, population health achievements are being threatened. We propose to take stock of present challenges and opportunities.

We need to regroup, develop a vision of how health and equity will better serve humankind than austerity and how health promoters can engage with this vision. How to reinforce health as a right and not a commodity; and how national health promotion policies can be an instrument to reorient resources allocation in the national health budgets.

The legacy Committee

A Legacy Committee will be set up to be led by David McQueen, Vice President of Scientific Affairs of the IUHPE and Paul Buss, President of International Health Relations Center of the FIOCRUZ. Other names may be added to the Committee, as Michael Sparks, Stephan Van den Broucke, Raul Mercer, Edwin Pena Herrera, Dais Rocha, Regiane Rezende, Veruska Prado, Fabio Gomes, and Marco Akerman representing the GSC would act as a secretariat of the Committee.

The Legacy Committee is going to:

• Addresses the marks that were left by global and Latin American efforts to strength global health governance, to promote social and health equity, and to struggle for health as a right.
• Examines what lessons can be drawn from these agendas to help us in the production of the future.
• Discuss the role of High Level UN Summits in the global governance

The second area to be addressed by the Legacy Committee regards the issue of equity within IUHPE community. And this would be the lens that would guide all members of the rapporteurs’ commission in the activities they are going to report back.

From the Global perspective, based on the arguments of Louise Potvin’s editorial “Promoting health and equity: a theme that is more relevant than ever” , we consider it necessary for all participants to ask themselves, or even question the experiences that will be presented. And the Legacy Committee could address the question: “if equity is being tackled, or not, in practices and research in the IUHPE community?” In this sense, we are going to ask the question “what is the place and the importance IUHPE community is putting equity in our scientific endeavour?”.

Our Conference will also establish a bridge between Curitiba and Shanghai, where in November 2016 will be held the 9th WHO Health Promotion Conference with the theme "Health Promotion in the Sustainable Development" with the intended aim “to renew HP for the 21st Century”.

The Declaration of Curitiba "Health Equity in Sustainable Development is more relevant than ever", will be the document that the 22th IUHPE World Conference on Health Promotion will produce with the support of the Legacy Committee as our contribution to the 9th WHO Health Promotion Conference.
This Declaration should also insist on making sure that investment in primary care and health promotion is still at a sustainable level to promote equity.

In order to go through all of this effort, we have to device creative forms to connect the Legacy Committee and the rapporteurs’ commission.

• Questioning or experiences that are presented, using the lens of equity

FUTURE

• Build a bridge (achievements and threats) passing through critical eye inward and is projected to Shanghai.
• Equity in health and sustainable development is more relevant than ever.

22ª IUHPE World Conference on Health Promotion: Legacy Operational Plan

The Legacy Committee is established to help us to carry out two “deliverables”:

• What the 22ª IUHPE World Conference on Health Promotion community can offer to the world? – “Legacy Report to renew HP to the 21st century”.
• Which recommendations can be put forward for building an agenda for the future – “Curitiba Declaration: Health Equity in Sustainable Development is more relevant than ever"

Volunteers are going to help us to collect 3 “pills” in selected activities (Plenaries, Sub plenaries, etc.):

1. The place of equity in the HP community (conception and agenda).
2. Which of the five Ottawa Charter Action Areas were more emphasized?
3. Which aspects were put forward for building an Agenda for the future?

The Report produced by members of the Legacy Committee will helps David an Paulo to produce their feed-back to the Conference.
