About ABRASCO
Brazilian Association of Collective Health - ABRASCO.
The Brazilian Association of Collective Health (Associação
Brasileira de Saúde Coletiva – Abrasco), is scientific entity of
national scope, business entity in private law, with not-for-profit nature and
intent, non-governmental and of public utility, founded in Brasilia on September
27th, 1979.
On this date, the 1st Meeting on Qualification and Deployment of
Higher Education Personnel in the Public Health Services Area, at the head offices
of the Pan-American Health Organization (PAHO/WHO), mobilized technicians, professionals,
students, and professors in Post-Graduation programs in Social Medicine and
Public Health. These groups, committed to founding an association that would
pool the interests of the different courses in the area and strike a new position
with respect to the knowledge and practices in this field of knowledge proposed
the Brazilian Association of Post-Graduation in Collective Health (Associação
Brasileira de Pós-Graduação em Saúde Coletiva).
30 years later, the inclusion of new undergraduate courses in Collective Health
led to changing the name to Brazilian Association of Collective Health, defined
in the General Assembly of November 13, 2011.
ABRASCO’s mission is to support individuals and institutions involved
in undergraduate and graduate studies, research, cooperation and delivery of
services in Collective Health, for the purpose of increasing professional qualification
in facing the health problems of the Brazilian population.
It was established with the purpose of acting as a support and a mediating tool
for teaching and research centers in Collective Health and affiliated entities,
increasing the dialogue between the technical-scientific community and health
services, governmental and nongovernmental organizations, and civil society.
As a scientific society ABRASCO’s objectives are:
• Reflect on the qualification in collective health, at undergraduate
and graduate levels;
• Propose guidelines for the qualification of professionals and researchers
in this area;
• Contribute with a research agenda to drive scientific and technological
progress in Collective Health;
• Represent the area in forums at national and international scientific
community levels;
• Establish dialogue with government and nongovernmental instances and
agencies, the academia, health services providers, practices, social movements
and civil society at large;
• Contribute to building a public health system, based on the principles
of universality, equity and integral care, by supporting personnel qualification,
production and dissemination of scientific knowledge in the field of Collective
Health.
At the national level, ABRASCO’s mission is directly
linked to the development of public practices and policies in health within
the scope of the services, at all levels of the Brazilian National Health System
(SUS). Therefore, ABRASCO interact with the management entities of Municipal
and State Health Departments and the Ministry of Health, contributing with personnel
qualification, in particular, specialists with masters and doctorate degrees;
improvement in health services management; facing the Social Determinants of
Health to improve equity and provide support for the development and consolidation
of SUS. With active participation in the National Health Council, the Association
articulates its activities with entities such as National Council of Health
Secretaries (Conselho Nacional de Secretários de Saúde - CONASS)
and the National Council of Municipal Health Secretariat (Conselho Nacional
de Secretarias Municipais de Saúde - CONASEMS), representing the interests
of the population, in order to guarantee improvements on health condition and
of the health services.
In 2011, ABRASCO led the drafting of a Strategic Agenda for Health, in partnership
with many other entities, mobilizing militants from the Brazilian Sanitary Reform.
This Agenda was delivered to the Ministry of Health as well as to the President
of the Republic, Dilma Rousseff.
At the international level, with ongoing articulation and dialogue with active
institutions in the field of collective health/public health, ABRASCO is a member
of the World Federation of Public Health Association (WFPHA), contributing to
the promotion and protection of health at global level by advocacy for public
policies, programs and good practices in population health. So, ABRASCO actively
participates in International Congresses of Public Health, having hosted one
of them in the city of Rio de Janeiro, in 2006: the 12th World Public Health
Congress, jointly with the 8th Brazilian Collective Health Congress.
In Latin America, one of ABRASCO’s strongest articulation is with the
Latin American Social Medicine Association (Associação Latino
Americana de Medicina Social - ALAMES) and the International Association of
Health Policies (IAHP), with which it acts in building a regional agenda focusing
on equity, ethics, and the right to health. Through these partnerships, in 2011,
in the city of Porto Alegre, ABRASCO held the 1st Latin American Meeting of
Public Health Entities and the second edition of this meeting in 2013, in the
city of Porto Alegre as well, for the purpose of reinforcing the a common international
agenda within these Latin American Collective Health Network. In the area of
Epidemiology, the interaction is effectively carried out with the International
Epidemiology Association (IEA). ABRASCO also articulates with the Pan-American
Health Organization (PAHO/WHO), particularly in drafting project, programs and
debates. These are the closest links maintained by ABRASCO with international
associations in the defense of collective health/public health for a better
world.
ABRASCO’s activities are coordinated by its Board
and Council, structured in three Commissions covering the main axes of the field,
established based on the three macro area of Collective Health disciplines:
the Epidemiology Commission; the Health Policy, Planning and Management Commission;
and the Social and Human Health Sciences Commission. Based on thematic issues,
16 Thematic Groups deal with the relation with science, with the State and with
the society. In addition to these, there are two Forums (Post Graduation Courses
Coordinators Forum and the Undergraduate Studies Forum), one Committee (Science,
Technology and Innovation) and a few Networks consolidated over time.
ABRASCO’s offices are in the city of Rio de Janeiro, where the Association
Executive Secretary’s office operates.
As a strategic part of its activities, ABRASCO:
1. Holds events, regularly and periodically, in the main axes of Collective
Health: (a) the Social and Human Health Sciences Congresses; (b) the Brazilian
Epidemiology Congresses; (c) the Health Policies, Planning and Management
Congresses and (d) the Brazilian Collective Health Congresses. The latter,
also known as “Abrascão”, take place at every three years
and mark the administration changes of the Board and Council of Abrasco. In
general, all the events bring together audiences of, as a minimum, 2000 people,
except the “Abrascão”, which usually reaches 5 to 6 thousand
participants. The Association also develops and carries out other models of
events such as seminars, workshops, meetings, etc.
2. Products, edits, and delivery for the academic community two scientific
publications: Science and Collective Health (Ciência e Saúde
Coletiva) and the Brazilian Journal of Epidemiology (Revista Brasileira de
Epidemiologia). With indexation to the best international and national relevant
databases, and quality classification among the publications assessed by CAPES,
these magazines contribute to the dissemination of the knowledge produced
in the field of collective health and stimulates debates around relevant topics
for the national context of Collective Health.
3. Conducts project management and development with a number of institutional
partners, coordinating them on both technical-scientific and financial and
accounting aspects.
4. Operates a bookstore - Abrasco Livros, with both on-site space and online
access, to promote the editorial dissemination of Collective Health production.
5. Makes available and act on social media, such as Facebook and Twitter,
with stand out for its website, coordinated by the ABRASCO Communication Sector.
